TICAD VI Preparatory Ministerial Meeting TOKYO, Japan, June 28, 2016/APO/ --
The Preparatory Ministerial Meeting of the Sixth Tokyo International Conference on African Development (TICAD VI) was held in Banjul, the Islamic Republic of The Gambia, on June 16 and 17. Mr. Masakazu Hamachi, Parliamentary Vice-Minister for Foreign Affairs, attended the meeting as Japan's head of delegation and served as Co-Chair alongside H.E. Ms. Mariam Mahamat Nour, Minister of Planning and Prospective of the Republic of Chad, Chair of the African Union (AU).

1 Participants

Approximately 400 people participated in the meeting from Japan and the other co-organizers (the United Nations, the United Nations Development Programme (UNDP), the World Bank and the African Union Commission (AUC)), 48 African countries (ministerial-level delegates attended from 12 countries and vice-ministerial-level delegates attended from 9 countries), donor countries, international organizations, and civil society organizations. From The Gambia, the host country, the meeting was attended by Hon. Neneh MacDouall-Gaye, Minister of Foreign Affairs of the Islamic Republic of The Gambia, and the opening session was attended by H.E. Isatou Njie-Saidy, Vice President of the Islamic Republic of The Gambia.

3 Overview of outcomes

(1)Parliamentary Vice-Minister Hamachi spoke as Co-Chair at the Opening Session, Plenary Session 1, Plenary Session 6, and the Closing Session. At the Opening Session, Parliamentary Vice-Minister Hamachi presented the outcomes of the G7 Ise-Shima Summit, and stated that TICAD VI presents the ideal opportunity for translating the results of the G7 into concrete action in Africa, and explained that he intended to create a foundation for that success at the ministerial level at this Preparatory Ministerial Meeting. The co-organizers and African countries stated that as the first TICAD to be held in Africa, TICAD VI will be an extremely opportune occasion for responding in a timely manner to the changes in the environment surrounding African development since TICAD V, based on the international community's progress with the development agenda. They voiced gratitude for Japan's initiative and expressed their expectations for concrete contributions.

(2)There was an overall convergence of opinions at the ministerial level regarding the draft Nairobi Declaration, a TICAD VI Outcome Document. Further coordination will take place at the working level, and following final confirmation at the Ministerial Pre-Conference Meeting scheduled to be held on August 26 just prior to TICAD VI, it is aimed to have the Declaration adopted unanimously at TICAD VI. 

(3)On the occasion of this Preparatory Ministerial Meeting, Parliamentary Vice-Minister Hamachi held bilateral meetings with the following 9 countries:
  1. The Republic of Senegal (H.E. Mr. Mankeur Ndiaye, Minister for Foreign Affairs and Senegalese Abroad)
  2. The Islamic Republic of The Gambia (Hon. Ms. Neneh Macdouall-Gaye, Minister of Foreign Affairs. Parliamentary Vice-Minister Hamachi also met with H.E. Isatou Njie-Saidy, Vice President)
